Traffic Stop Uncovers Stolen Vehicle in Houston, Outstanding Warrants, and Mysterious Pills; Suspect Arrested
On November 27, 2023, deputies from Constable Mark Herman’s office carried out a routine traffic stop in the 19700 block of Holzwarth Road after receiving a report of a stolen vehicle. The driver, identified as 52-year-old Arthur Phillips, was detained during the stop.
Upon further investigation, it was revealed that Arthur Phillips was out on a $20,000.00 bond for Robbery, a $20,000.00 bond for Unauthorized Use of a Motor Vehicle, and a $100.00 bond for Criminal Trespass.
During the inventory of the reported stolen vehicle, deputies discovered 200 unidentified pills. The pills were subsequently submitted to the crime lab for testing.
Arthur Phillips was arrested and booked into the Harris County Jail on charges of Unauthorized Use of a Motor Vehicle. In addition to the existing warrants, he faces numerous outstanding misdemeanor warrants. Further charges may be pending based on the results of the lab tests.
The bond for Unauthorized Use of a Motor Vehicle has been set at $5,000.00 by the 351st District Court.
