Three of Texas 10 Most Wanted Fugitives Captured in Recent Statewide Arrests

AUSTIN, Texas – The Texas Department of Public Safety (DPS) announced that three individuals featured on the Texas 10 Most Wanted lists are back in custody following their arrests in mid-October. A Crime Stoppers reward will not be paid in any of these arrests.
Arrest Details
- Ryan Cade Lewis, 26
- Capture Date: October 15, 2025
- Capture Location: A parking lot in Milano, Milam County.
- Wanted For: Two counts of Aggravated Sexual Assault of a Child (Leon County warrant issued in April 2025).
- History: Previously arrested in January 2025 for sexual assault of a child (Freestone Co.) and convicted in 2022 of theft of a firearm (Freestone Co.).
- Arresting Agencies: DPS Criminal Investigations Division (CID) Special Agents (Bryan) and Milam County Sheriff’s Office.
- Tommie Delamont Kelly, 34
- Capture Date: October 22, 2025
- Capture Location: A car wash business in Houston, Harris County.
- Wanted For: Failure to Comply with Sex Offender Registration Requirements (Harris County warrant issued in May 2025).
- History: Convicted in 2011 of Aggravated Sexual Assault of a Child involving a 12-year-old girl and sentenced to 11 years in TDCJ.
- Arresting Agencies: DPS CID Special Agents, Texas Highway Patrol (THP) Troopers, and the Texas Attorney General’s Office.
- Tyler Lee Palmer, 29
- Capture Date: October 23, 2025
- Capture Location: A local motel in Wichita Falls, Wichita County.
- Wanted For: Probation Violations (original offenses: Aggravated Assault Causes Serious Bodily Injury (x4) and Possession of a Controlled Substance) (Wichita County warrant issued in May 2025).
- History: Convicted in 2021 of four counts of aggravated assault and sentenced to five years’ probation; convicted in 2022 of possession of a controlled substance and sentenced to three years’ probation.
