Second Suspect Charged In November 2025 North Houston Fatal Shooting, Victim Identified

HOUSTON, TX – Charges have been filed against a second suspect in the fatal shooting of a 23-year-old man in North Houston last fall, Houston police announced.
Kennell Parker, 22, has been charged with murder and aggravated assault with a deadly weapon in the 488th Criminal District Court in connection with the shooting death of Kevin Fowler. Parker is the second suspect charged in the case. A first suspect, Laderrick Dwayne Dixon Jr., 21, is also charged with murder and aggravated assault with a deadly weapon and is being prosecuted in the 177th Criminal District Court. Dixon was charged in December and has been in custody.
The shooting occurred around 10:30 p.m. on Nov. 21, 2025, at a residence in the 8000 block of Orebo Street. Officers with the Houston Police Department responded to reports of a shooting and found Fowler inside a vehicle suffering from a gunshot wound.
Houston Fire Department paramedics transported Fowler to HCA Houston Healthcare Northwest, where he later died on Nov. 24.
According to investigators, the two suspects went to a short-term rental property looking for Dixon’s girlfriend. Police said the property contained two units, and the suspects mistakenly went to the wrong one, where they encountered Fowler. Believing Fowler may have been involved in a relationship with Dixon’s girlfriend, the suspects opened fire on Fowler’s vehicle as he attempted to leave the property. Fowler was struck during the shooting. Three other occupants inside the vehicle were not injured.
Detectives identified Dixon as one of the suspects during the investigation. He was already in custody at the Harris County Jail on unrelated charges and was later charged for his role in the shooting.
Further investigation led detectives to identify Parker as the second suspect. Police said Parker was arrested in New Orleans, Louisiana, at the scene of an unrelated homicide being investigated by the New Orleans Police Department. He has since been extradited to Harris County, where he remains in custody.
