Repeat DWI Offender Charged with Intoxication Manslaughter in Crash That Killed USPS Driver

HOUSTON, TX — A U.S. Postal Service delivery driver was killed after a suspected drunk driver caused a fatal crash Saturday afternoon at the 11400 block of Antoine Drive, according to the Harris County Sheriff’s Office.
Deputies were called to the 11700 block of Antoine Drive on October 18, 2025, just before 3 p.m., for reports of a major crash involving serious injuries. When they arrived, they found a two-vehicle collision involving a silver Dodge Ram 2500, driven by Jose Humberto Romero, 48, and a USPS mail delivery truck.
Investigators with the Vehicular Crimes Division determined that Romero was traveling south on Antoine Drive when he struck the rear of the mail truck, forcing it off the road and into a tree.
The mail carrier, identified as Steven Marks, 58, was rushed to HCA Houston Healthcare Northwest, where he later died from his injuries.
Romero showed signs of intoxication at the scene. Deputies conducted Standardized Field Sobriety Tests (SFSTs) and determined he was under the influence. He was arrested and booked into the Harris County Jail, charged with Intoxication Manslaughter.
Authorities noted that this is not Romero’s first DWI arrest — court records show a prior 2023 DWI conviction in Harris County. Under a recent change from the 89th Texas Legislature, the charge is enhanced to a first-degree felony for repeat offenders.
“This is a tragic loss of life that should never have happened,” said Sheriff Ed Gonzalez, who extended condolences to Marks’ family, friends, and USPS colleagues.
Romero’s 2023 mugshot from his prior DWI arrest in Harris County was released by investigators.
