Repeat DWI Offender Arrested in Harris County with Nearly Three Times the Legal BAC

On November 10, 2024, at approximately 11:40 PM, Precinct 8 Deputy M. Self stopped a vehicle in the 17800 block of El Camino Real after noticing it traveling below the speed limit without headlights.

Upon speaking with the driver, identified as 25-year-old Flavio Cesar Xon Tecum, Deputy Self observed multiple signs of intoxication and noted beer bottles inside the vehicle. Standardized Field Sobriety Tests were conducted, and Xon Tecum was determined to be impaired. Breathalyzer tests revealed his blood alcohol content was .198 and .209, nearly three times the legal limit of .08.

Further investigation uncovered that Xon Tecum had a prior arrest in June 2023 by Houston Police for Driving While Intoxicated and Failure to Stop and Give Information. He failed to appear in court for those charges, resulting in active warrants.

The Harris County District Attorney’s Office accepted charges for Driving While Intoxicated. Xon Tecum was transported to the Harris County Joint Processing Center, where his bond was set at $100. He was later released on a General Order Bond.
