Parolee Arrested in Drug Smuggling Plot Targeting Wichita Falls Prison

WICHITA FALLS, Texas – A joint investigation between the Wichita Falls Police Department and the Texas Department of Criminal Justice Office of Inspector General has led to the arrest of a man accused of attempting to smuggle drugs into a state prison.

Authorities say Kevin Humphrey was suspected of supplying narcotics intended for the James V. Allred Unit.

On March 19, 2026, investigators conducted an undercover operation that resulted in the recovery of paper laced with K2, a synthetic cannabinoid commonly used to smuggle drugs into correctional facilities.

Officials said K2-laced paper has been linked to multiple overdoses in recent months, including some that have resulted in inmate deaths.

Following the operation, investigators obtained arrest and search warrants. Humphrey was taken into custody during a traffic stop.

The Wichita Falls Police Department SWAT Team then executed a search warrant at his residence, where officers recovered a large quantity of suspected synthetic cannabis, synthetic opioids, marijuana, and two firearms.

Humphrey is currently on parole for prior narcotics offenses in Wichita County and now faces additional charges.

Authorities say operations like this are critical to preventing dangerous substances from entering correctional facilities and protecting both inmates and staff.
