Montgomery County Deputies Make First Arrest Under New Texas ‘Jugging’ Law

The Montgomery County Sheriff’s Office has made an arrest under Texas’ new “jugging” law, which took effect last month. Detectives with the department’s Gang Investigations Unit arrested 23-year-old Gary Moore of Spring, Texas, in Houston on Thursday, October 16, 2025.

Moore was wanted on a felony warrant in connection with a jugging that occurred October 2 outside a Planet Fitness in Magnolia. Investigators say Moore followed a victim after they withdrew money, intending to commit theft — a crime now classified as “jugging” under Texas House Bill 1902.

The new law, which went into effect September 1, 2025, targets suspects who stalk victims leaving banks or ATMs before robbing or stealing from them.

The arrest came after a coordinated investigation involving the Montgomery County Sheriff’s Office, the Texas Department of Public Safety (DPS), and the Harris County Constable Precinct 4’s Office. DPS agents took Moore into custody at the Harris County Courthouse, where he was appearing on unrelated aggravated assault with a deadly weapon charges for which he was already out on bond.

Moore is currently being held in the Harris County Jail and will later be transferred to Montgomery County.

Officials thanked DPS, the Montgomery County District Attorney’s Office, the Texas Anti-Gang Center, and Constable Precinct 4’s Office for their assistance in the investigation.
