Midland SWAT Uses Drone, Gas to Capture Wanted Fugitive After Standoff

MIDLAND, Texas – A wanted fugitive was taken into custody early Saturday morning following a standoff with Midland Police that required SWAT intervention.
At approximately 3:19 a.m. on March 21, 2026, Midland Police Department officers responded to the 500 block of George Avenue for a reported disturbance between a man and a woman.
When officers arrived, they attempted to make contact with the male, identified as 36-year-old Roy Rubalcado, who was inside the residence. Police said he refused to comply with commands and would not exit the apartment.
The female involved was not injured and was able to safely leave the area.
During the investigation, officers determined Rubalcado had an active felony warrant issued by the U.S. Marshals Service for a supervised release violation. Police also noted he has an extensive criminal history, including prior arrests for aggravated assault, aggravated robbery, assault causing injury, assault on a public servant, burglary, resisting arrest, evading detention, and multiple drug offenses.
After continued refusal to surrender, Midland Police SWAT responded and attempted to negotiate with Rubalcado to exit peacefully. He remained inside and did not comply.
Authorities obtained a search warrant and SWAT operators breached the front door. A small drone was then deployed inside the apartment to locate Rubalcado.
Even after being located, he continued to refuse commands.
SWAT then deployed gas into the apartment. Shortly after, Rubalcado surrendered and exited the residence, where he was taken into custody without incident.
He was transported to the Midland County Jail on the outstanding federal warrant.
