Investigation Uncovers Illegal Gambling Operation at Northwest Houston Business

HOUSTON, Texas — Detectives with the Criminal Investigations Division of Constable Mark Herman’s Office uncovered an illegal gambling operation at a business along Veterans Memorial Drive, leading to charges against two individuals and the seizure of cash and equipment.
Authorities said tips led investigators to a sports and billiard bar in the 11200 block of Veterans Memorial Drive, where an investigation confirmed illegal gambling activity inside the strip shopping center location. Detectives reported finding nearly 70 illegal gambling machines at the business.
After obtaining and executing a search warrant, investigators seized more than $5,700 in cash believed to be gambling proceeds, along with numerous gambling devices and documents related to the operation. 36-year-old Judyth Villalobos was charged with operating a gambling facility without a license or permit.
During the operation, detectives also identified 29-year-old Shannon Hart Jr among those at the location. Hart had an active warrant for burglary with intent to commit a felony, authorities said. Investigators determined Hart was working as an armed security guard at the business and charged Hart with unlawful carrying of a weapon with prior felony convictions.
Constable Mark Herman said illegal gambling establishments often contribute to broader criminal activity and pose a risk to the community.
