On October 15, 2024, a routine traffic stop on Homestead Road in Houston escalated when 36-year-old Oscar Chappel III fled on foot and fired two shots at Texas State Troopers. The shots, which occurred near the site of the stop, did not hit anyone.
Following the incident, officers from the Texas Department of Public Safety (DPS), Houston Police Department, and Harris County Sheriff’s Office responded to assist in the search. The Texas Rangers led the investigation, and Chappel was apprehended two days later on October 17. He now faces charges of aggravated assault of a public servant and evading arrest.
DPS acknowledged the cooperation of the Texas Highway Patrol, Criminal Intelligence Division, Texas Anti-Gang Division, and the support of the Harris County District Attorney’s Office in bringing these charges forward.
