Hit-and-Run Investigation Leads to Three Arrests in Conroe

On Sunday, November 9, 2025, officers were called to the 200 block of North Loop 336 East after reports of a major crash involving a pedestrian. When they arrived, they found 46-year-old Brett Wilborn deceased in the roadway. Investigators determined he had been struck twice: first by a dark-colored SUV that fled the scene, and then by a second vehicle whose driver stayed and called 911.
The Traffic Incident Reconstruction Unit responded and immediately began working with Patrol, Crime Scene, the District Attorney’s Office, and the Montgomery County Sheriff’s Office Real Time Crime Center to track down the SUV involved in the initial impact.
Their work led them to a home in the 600 block of Phyllis Court on November 21. With consent to enter the property, officers located a 2017 burgundy Chevrolet Suburban hidden inside a closed garage. Several individuals were taken to the Conroe Police Department for interviews.
The investigation resulted in three arrests:
• Stephan Santeli Castro, 35 – Driver, charged with Fail to Stop and Render Aid
• Angelica Flores, 61 – Passenger, charged with Failure to Report a Felony
• Pastor Juan Murillo Wilson, 34 – Charged with Tampering with Physical Evidence after investigators determined he helped conceal the vehicle
Police say the case highlights the teamwork and persistence of multiple units and partner agencies. Chief Jon C. Buckholtz extended condolences to Wilborn’s family and said the department remains committed to bringing them closure.
The investigation is still active, and no additional information is being released at this time.
