Four Arrested in Harris County in Undercover Operating Targeting Child Predators

Harris County, TX -The Harris County Sheriff’s Office, in collaboration with the Harris County Precinct 5 Constable’s Office, Houston Police Department, and the Fort Bend County Sheriff’s Office, conducted a proactive undercover operation between October 14 and October 16, 2025, focused on identifying and apprehending individuals attempting to exploit children online.

During the three-day initiative, undercover officers posed as minors in various online environments to engage with individuals seeking sexual contact with underage children. When suspects attempted to meet with who they believed were minors, they were taken into custody.

The operation resulted in four arrests, with each suspect charged with Online Solicitation of a Minor, a felony offense under Texas law. The individuals arrested are:

  • Roderick Doyle, age 35
  • Garhett Marr, age 32
  • Rogelio Osmar Zamora Rivera, age 54
  • Giovanni Rivera, age 27

“These cases highlight the importance of proactive enforcement to protect our most vulnerable residents — our children,” said Harris County Sheriff Ed Gonzalez. “We are grateful for the teamwork of our law enforcement partners who made this operation a success.”

The investigation remains ongoing, and additional charges may be filed.
