Felony Fugitive Arrested During Panhandling Enforcement in Montgomery County

SPRING, Texas – A routine enforcement operation targeting roadside solicitation led to the arrest of a wanted felony suspect in Montgomery County.

On March 17, 2026, deputies with the Montgomery County Sheriff’s Office South Command responded to reports of individuals aggressively approaching drivers near the intersection of Sawdust Road and Interstate 45.

When deputies arrived, they made contact with five individuals and educated them on the county’s newly enacted ordinance regulating solicitors and vendors in public rights-of-way.

During the encounter, deputies conducted standard warrant checks. One individual, identified as 37-year-old Lance Turner, was found to have an active warrant out of Travis County for second-degree felony aggravated assault of a public servant.

Turner was taken into custody without incident and transported to the Montgomery County Jail.

The other four individuals were issued formal warnings regarding the ordinance and released.

The enforcement is supported by Texas Transportation Code Section 285.001, which took effect on September 1, 2025. The law allows law enforcement to regulate roadside solicitors and vendors in unincorporated areas to improve safety and reduce hazards for motorists.

Officials say the ordinance is designed to address aggressive behavior and minimize distractions on roadways. Deputies noted that the arrest highlights how routine enforcement efforts can also lead to the capture of wanted offenders.

The Sheriff’s Office said it will continue proactive enforcement to enhance public safety across the county.
