El Paso Woman Arrested in Fatal Hit-and-Run of Pedestrian in Wheelchair

El Paso Police have arrested 20-year-old Evany Juanita Rangel of Mission Valley, El Paso, in connection with a fatal hit-and-run that occurred on April 4th, 2025. Rangel is identified as the driver of a 2016 Dodge Charger that struck and killed Jesus Flores Garcia in the 1700 block of Zaragoza.
The Special Traffic Investigations Unit responded to the scene where Mr. Garcia, a pedestrian in a wheelchair, was struck by a vehicle traveling southbound. The driver of the vehicle fled the scene. Mr. Garcia was transported to a hospital but later died from his injuries.
Following an investigation, authorities located the suspect vehicle and identified Evany Rangel as the driver. On April 21st, 2025, Rangel was arrested and booked into the El Paso County Detention Facility. She is charged with Collision Involving Death, with a bond set at $100,000.
This tragic incident marks the 16th traffic fatality in El Paso in 2025, compared to 13 at the same time last year.
