El Paso Man Charged with Animal Cruelty After Video Surfaces

EL PASO COUNTY, TX – The El Paso County Sheriff’s Office has charged a man with animal cruelty after deputies received video footage that allegedly showed him physically abusing a small dog.

On August 1, 2025, deputies received the disturbing video, which was believed to have been recorded about a year earlier. Detectives from the East Montana Patrol Station launched an investigation, identifying the suspect as Charles Lee Lipscomb III, 47.
Two warrants for cruelty to non-livestock animals were secured. Lipscomb, who was already in jail on unrelated charges, was re-booked into the El Paso County Detention Facility with an additional bond of $15,000.
Authorities confirmed that the dog is in good health and has been returned to its rightful owner. The investigation is ongoing, and additional charges may be forthcoming.
“There is no excuse for abusing a defenseless animal, and we will continue to hold offenders accountable,” said Sheriff Oscar Ugarte.
