Convicted Felon Arrested After Man Shot in North Harris County Parking Lot, Constable Says

HARRIS COUNTY, Texas – A convicted felon has been arrested after authorities say he ambushed and shot a man in a parking lot near the Cypress Station area.

Deputies with Harris County Precinct 4 Constable Mark Herman’s Office responded Sept. 16 to a reported drive-by shooting in the 200 block of N. Forest Drive.

Deputies found a man suffering from a gunshot wound to his arm. The victim told investigators that a person he knew had ambushed him in the parking lot and shot him, according to the Constable’s Office.

Investigators reviewed surveillance video, interviewed witnesses and collected evidence during the investigation. Authorities identified the suspect as 52-year-old Frederick Richardson, whom the Constable’s Office described as a convicted felon.

The Constable’s Office said Richardson was identified as the shooter and that surveillance footage showed his vehicle leaving the area after the shooting.

Richardson was arrested and booked into the Harris County Jail on a charge of aggravated assault with a deadly weapon. His bond was set at $100,000 in the 496th District Court.

“Violent crimes involving firearms will not be tolerated in our community,” Constable Mark Herman said in announcing the arrest.
