Bacliff Man Arrested After Dog Found Strangled, Others Neglected

GALVESTON COUNTY, TX — A Bacliff man is facing a felony animal cruelty charge after Galveston County Sheriff’s Office deputies responded to disturbing reports of a dog being attacked in a residential neighborhood.

On December 29, 2025, deputies were called to the 4700 block of 6th Street after witnesses reported a man actively assaulting a dog. Callers told dispatch the suspect was stabbing the animal.

When deputies arrived, they found the suspect pinning a dog to the ground with one hand while holding a screwdriver in the other. Deputies gave multiple commands for the man to drop the weapon, but he refused and remained uncooperative. Less-than-lethal force was used to safely take him into custody.

Investigators later confirmed the dog being pinned did not suffer stab wounds.

The suspect was identified as Roy Hernandez, 26, of Bacliff. While securing the scene, deputies discovered five additional dogs living in poor conditions without adequate food or water. Galveston County Health District Animal Services was called in to assist.

During the welfare check, deputies and animal control officers located two deceased dogs. One was in an advanced stage of decomposition, and the other showed signs of early decomposition. A third dog was found with a minor leg injury.

Hernandez was initially arrested at the scene for Resisting Arrest and booked into the Galveston County Jail on a $3,000 bond.

The Galveston County Sheriff’s Office Major Crimes Unit continued investigating the case and ordered a necropsy on one of the deceased dogs. Results showed the animal died from strangulation.

Detectives presented the findings to the Galveston County District Attorney’s Office, which approved a warrant charging Hernandez with Cruelty to Non-Livestock Animals. Bond for the felony charge was set at $100,000.

On January 7, 2026, deputies arrested Hernandez at his residence on the new warrant. He was transported back to the Galveston County Jail, where he remains in custody as the investigation continues.
