20-Year-Old Arrested for Vandalizing El Paso Police Patrol Vehicle

On November 1st, 2023, at approximately 8:55 PM, officers of the El Paso Police Department responded to a call regarding a marked patrol vehicle that had been vandalized. Witnesses reported that 20-year-old Jacob Payan, a resident of San Elizario, Texas, was seen climbing onto the marked patrol vehicle, which was parked at the 600 Block of E. Overland.

Payan’s actions led to significant damage as he jumped onto the front windshield, causing it to shatter. Following the vandalism, Payan quickly fled the scene.

Officers located Payan at the 200 Block of E. Mills and promptly placed him under arrest for criminal mischief. Further investigation revealed that Payan had recently been released on a personal recognizance bond by Judge Acosta. This release occurred after officers from El Paso Community College had taken Payan into custody for a separate incident involving theft of property.

A warrant was subsequently obtained for Payan’s arrest, and he was booked into the El Paso County Jail. He now faces a charge of Criminal Mischief, with a bond set at $5,000, as authorized by Judge Myers.
