HARRIS COUNTY, Texas – A 22-year-old man accused of shooting his former girlfriend and killing her father in east Harris County has been captured in the Waco area and charged with murder, according to the Harris County Sheriff’s Office.

Deputies and detectives responded Monday, Sept. 28, to a shooting in the 5400 block of North Redell Road.

Investigators identified the victims as 53-year-old Leonel Pavon and his 19-year-old daughter, Enelsi Pavon. Leonel Pavon was pronounced dead at the scene, while his daughter was hospitalized in serious condition.

Detectives are investigating the shooting as an incident of intimate partner violence.

The Sheriff’s Office identified Enelsi Pavon’s former boyfriend, Guillermo Mondragon Rosales, 22, as the suspected shooter. Investigators said Rosales fled the area after the shooting.

According to investigators, the apparent motive was Rosales’ anger over the end of his dating relationship with Enelsi Pavon.

Authorities began searching for Rosales after the shooting. With assistance from the Texas Department of Public Safety and the Gulf Coast Violent Offenders Task Force, investigators used information developed through automated license plate readers to locate him in the Waco area.

Rosales was taken into custody and booked into the McLennan County Jail, where he was being held pending transfer to Harris County.

Rosales was initially charged with aggravated assault with a deadly weapon in connection with the shooting of Enelsi Pavon. Authorities subsequently charged him with murder in connection with Leonel Pavon’s death.

The Sheriff’s Office said the investigation remains ongoing and additional charges are possible.
