HPD Releases Body Camera Video After Fatal Crash During Pursuit of Stolen Vehicle Suspects

HOUSTON, Texas – The Houston Police Department has released body-worn camera footage from a July 1 pursuit that ended in the death of a 19-year-old suspect after he was struck by a patrol vehicle while fleeing from a stolen car.

According to police, officers located a black Toyota Camry that had been reported stolen at approximately 3:28 a.m. in the 14800 block of Perthshire on July 1.

At approximately 3:54 a.m., officers observed three males wearing ski masks enter the stolen vehicle. When officers attempted to stop the Camry, the suspects fled at a high rate of speed, initiating a pursuit.

Police said the chase reached speeds of approximately 120 mph.

Investigators identified 21-year-old Steven Andrew Molina as the driver. During the pursuit, Molina allegedly turned off all of the vehicle’s lights while continuing to flee.

At approximately 4:02 a.m., Molina lost control of the Camry on the Highway 6 overpass near Alief Clodine Road. The vehicle crashed and stalled in the middle of the roadway.

Molina and a passenger, identified as Nathan James Ramirez, immediately fled on foot.

According to police, a pursuing officer was able to avoid colliding with the disabled, unlit Camry. A second patrol vehicle swerved to avoid both the stalled vehicle and the first police unit but struck 19-year-old Ibrahim Abousway, who was also fleeing from the Camry.

The officer immediately exited his patrol vehicle and began rendering aid. Houston Fire Department paramedics responded but pronounced Abousway dead at the scene.

Molina and Ramirez were later located, taken into custody and transported to a hospital for evaluation of possible injuries.

One officer sustained a minor hand injury and was treated at a hospital.

The officers involved in the incident were identified as Officers Raoofi, Espinoza and Zeynali. The Houston Police Department has released their body-worn camera footage, which is publicly available on YouTube.

Molina has been charged with Unauthorized Use of a Motor Vehicle, Evading Arrest and Murder. He is being held without bond, and his next court appearance is scheduled for Sept. 3.

Court records show Molina had previously been arrested by Missouri City police in March 2024 on charges of Unauthorized Use of a Motor Vehicle, Evading Arrest with a Vehicle and Evading Arrest on Foot. He was released on bond and was arrested again by Fort Bend County authorities in June 2024 for an alleged bond violation following another arrest.

Police have not announced whether Ramirez will face criminal charges related to the incident.

Abousway graduated from Alief Hastings High School in 2025. His obituary states that in recent months he had been attending church and was working to rebuild his life.

The investigation into the incident remains ongoing.
