Former CFO at The Woodlands Company Arrested in Multi-Million Dollar Embezzlement Case

THE WOODLANDS, Texas — A former chief financial officer has been arrested following a months-long investigation into an alleged multi-million dollar embezzlement scheme, according to the Montgomery County Sheriff’s Office.
Detectives with the agency’s Property Crimes Division began investigating in October 2025 after receiving reports of significant financial irregularities at Baywater Pipeline, a company headquartered in The Woodlands.
The investigation centered on the company’s former CFO, 44-year-old Jeffrey Soileau, who had recently been terminated. Authorities say detectives spent months reviewing financial records spanning several years, ultimately identifying a pattern of unauthorized use of company funds.
According to investigators, Soileau allegedly used company money for personal expenses, including luxury purchases and high-end vacations.
Following the investigation, the Montgomery County District Attorney’s Office obtained a warrant charging Soileau with first-degree felony theft.
On April 6, 2026, Soileau was taken into custody in Round Rock, Texas. He is currently awaiting transfer back to Montgomery County, where he will face the charges.
Officials say the total amount involved is believed to be in the millions of dollars, though the investigation remains ongoing as detectives continue reviewing financial records to determine the full scope of the alleged theft.
Authorities emphasized that cases of this nature often require extensive forensic accounting, with investigators reconstructing financial activity over long periods to trace how funds were moved and used.
