Highlands Man Arrested After Foot Chase, Found with Stolen Plates and Bolt Cutters in Harris County

HARRIS COUNTY, Texas — On Sunday, August 10, 2025, at approximately 9:04 a.m., the Harris County Precinct 8 Constable’s Office received a call regarding a male trespassing within the fence line of a commercial property in the 4100 block of Underwood Road in unincorporated Harris County.
Deputies arrived to find a large section of the perimeter fence cut away. Surveillance video showed the suspect cutting locks from storage boxes and trailers. With assistance from the La Porte Police Department, deputies located the suspect in the northeast section of the property.
Commands were given for the man to reveal himself and get on the ground, but he refused and attempted to flee. A brief foot pursuit followed, during which deputies deployed Tasers to stop his escape. The man was taken into custody without further incident.
The suspect initially provided false identification but was later confirmed to be Noah Ray Scott, 27, of Highlands, Texas. Authorities determined Scott had multiple outstanding warrants, including a probation violation for Felon in Possession of a Firearm out of Harris County.
A search of Scott’s person, vehicle, and the surrounding area uncovered several Texas license plates belonging to vehicles he did not own, drug paraphernalia, five cut Master locks, and large bolt cutters.
The Harris County District Attorney’s Office accepted charges of Failure to Identify as a Fugitive and Evading Arrest/Detention on Foot. Officials say additional charges may follow as the investigation continues.
