On December 15, 2023, Toll Road Deputies from Constable Jerry Garcia’s Office responded to reports of a possible D.W.I. incident on the South Sam Houston Tollway. The vehicle in question had allegedly struck an exit ramp rail and was observed failing to maintain a single lane.

Deputies located the vehicle in the 6000 block of the S. Sam Houston Twy E. and initiated a traffic stop after witnessing erratic driving behavior, including failure to stay in a single lane and speeding. Upon further investigation during the traffic stop, the driver exhibited multiple signs of intoxication.

Efforts were made to conduct Standardized Field Sobriety Tests, but the driver refused to cooperate. Consequently, the driver, identified as 21-year-old Brandon Phillips, was safely arrested and subsequently booked into the Harris County Jail on charges of driving while intoxicated.
