Homicide Investigation By Austin Police in the 10000 block of Research Boulevard
The Austin Police Department (APD) continues to investigate a homicide that occurred on Thursday, August 31, 2023, at a Teapioca Lounge located in the Arboretum in the 10000 block of Research Boulevard. APD’s Homicide Unit is requesting the community’s assistance with gathering photos or videos of the incident. Anyone with information about the suspect or the incident should contact APD’s Homicide unit at 512-974-TIPS.

At approximately 5:00 p.m., Austin 9-1-1 received a call reporting shots fired in the 10000 block of Research Boulevard. The caller stated they had heard multiple shots from inside the Teapioca. At approximately 5:01 p.m., the first units were assigned and responding to the scene. While responding, additional calls to 9-1-1 reported that there was an active shooter.
At approximately 5:07 p.m., the first units arrived on scene. At approximately 5:09 p.m., APD officers located Tang-Kang Dave Chiang, Laura Jauregui, and another woman on the ground with gunshot wounds inside the business. Due to the limited information at the time about an armed suspect, possibly an active shooter, a Counter Assault Strike Team (CAST) deployment was activated.
At approximately 5:11 p.m., a coordinated response was initiated between the Austin Police Department, Austin-Travis County EMS, and the Austin Fire Department to treat the potential victims. Jauregui died on scene. The second unidentified victim was taken to a local hospital with serious injuries. Chiang was pronounced deceased on scene.
Homicide detectives and Crime Scene Specialists responded to process the scene. During the investigation, it was determined that Chiang shot both women unknown to him, killing Jauregui, before killing himself with a firearm.
Although there had been reports of an explosion in the initial reports, no explosive devices were located. The elevated response from multiple jurisdictions was due to the information that we were provided during the initial 9-1-1 calls.
The motive is still under investigation at this time.
