Texas to Replace Most Paper Temporary Tags with Metal Plates Starting July 1

Beginning July 1, 2025, the state of Texas will eliminate most paper temporary tags and replace them with new metal license plates in a move aimed at enhancing public safety and reducing fraud. The change comes under House Bill 718, which was passed to close loopholes that allowed for widespread abuse of temporary tags.

The following paper tags and permits will be eliminated:

  1. Buyer’s Tags
  2. Internet Down Tags
  3. One-Trip Permits
  4. 30-Day Permits
  5. Dealer Agent Tags
  6. Dealer – Vehicle Specific Tags

These tags will be replaced by new metal plate types, and dealers must now submit all transactions through the webDEALER system. Additionally, they are required to file a Vehicle Transfer Notification (VTN) at the time of sale or transfer.

Tags and permits that will continue to be issued include:

  • 72/144-Hour Permits (for commercial vehicles)
  • Vehicle Transit Permit
  • Temporary Registration Insignia
  • Factory Delivery Permits

Important: Any paper tag issued before July 1, 2025, will remain valid until its listed expiration date. For instance, a Buyer’s Temporary Tag issued on June 30, 2025, will remain valid through August 29, 2025.
