Three Houston Men Arrested After Stolen U-Haul Chase, Linked to Fireworks Burglary

League City Police Officers have arrested Delvin William, 30, Chance Stafford, 29, and Marcell Williams, 28, all from Houston, following a pursuit involving a stolen U-Haul truck that ultimately led to charges of organized criminal activity and other offenses. The incident occurred on June 21, 2025.

At approximately 1:50 a.m., the Flock Safety system alerted the League City Police Department (LCPD) to a stolen U-Haul box truck traveling northbound in the 2500 block of S Gulf Fwy. An earlier alert at 1:06 a.m. had failed to locate the vehicle. LCPD Officer Davis observed the truck in the 200 block of S Gulf Fwy and positioned his patrol unit behind it, waiting for backup before initiating a felony traffic stop.

Once backup arrived, Officer Davis initiated the stop. However, the driver, identified as Delvin William, accelerated towards the ramp in the 19000 block of S Gulf Fwy. The truck struck a curb and began to slow down. While the vehicle was still in motion, William and his two passengers, identified as Chance Stafford and Marcell Williams, exited the truck and fled on foot across the northbound and southbound lanes of the freeway towards the Baybrook Mall area.

A perimeter was quickly established with the assistance of the Harris County Precinct 8 Constable’s Office, the Houston Police Department, and HPD’s Air Support Unit. All three suspects were located and taken into custody without further incident.

During an inventory search of the stolen U-Haul, multiple boxes of fireworks were discovered. This led officers to believe the males may have burglarized a fireworks stand in the Dickinson/Galveston County area. LCPD Officers and Galveston County Sheriff’s Deputies subsequently located a burglarized fireworks stand in Galveston County, which Galveston County Sheriff’s Office Deputies are now investigating.

Charges Filed:

  • Delvin William: Unauthorized Use of Motor Vehicle ($25,000 Bond) and Engaging in Organized Criminal Activity ($50,000 Bond).
  • Chance Stafford: Three outstanding felony warrants out of Harris County for Money Laundering >= $30K < $150K ($25,000 Bond), Engaging in Organized Criminal Activity ($25,000 Bond), and Credit/Debit Card Abuse ($10,000 Bond), plus Engaging in Organized Criminal Activity out of Galveston County ($50,000 Bond).
  • Marcell Williams: Evading Arrest/Detention on Foot out of Harris County ($2,500 Bond) and Engaging in Organized Criminal Activity out of Galveston County ($50,000 Bond).

All three individuals are Houston residents.
